The more complicated thing is that it's Outlook Express but Outlook for Exchange which currently only runs on OS 9, in Mac Classic mode. Apparently it's not simple at all. Nothing seems to recognize the .pst file.

Hmmm....

Do you mean Outlook Express for Mac? Or Entourage, the Mac email client that comes with Office for Mac?

Either way, Apple Mail should be able to import your mail without any problems. Just choose "Import Mailboxes" from Mail.app's File menu and then follow the prompts.

Or is there something more complicated about this that I am not understanding?

I have a question: Will this Mozilla method work with Outlook for Mac? If not, do you have any suggestions for how to move mail from Outlook for Mac to Apple Mail (or to Entourage) with a tree structure of folders and subfolders intact?
